阿联酋、沙特主权基金大举投资 AI(G42、Falcon、千亿美元级基金),排名上升速度全球最快。

On September 10, 2026, the Global AI Competitiveness Index Consortium (led by Knowledge Group / DKV) released Part 7: "AI for Social Good and Sustainability." Shifting focus from "how advanced the tech is" to "can it be turned into trusted, measurable public, environmental and social value," it scored 20 countries and 20 city-level innovation hubs on deployment-readiness for public benefit across sustainability, public services, responsible AI, social inclusion and techno-philanthropy (institutional capacity, governed data, regulatory credibility, ecosystem depth).

📌 Core insight: Leaders aren't the most technologically advanced — they turn AI into measurable public value. Institutional capacity, governed data and regulatory credibility decide whether AI can enter the public realm at all. Former NZ PM Dame Jenny Shipley: "Public trust is not a soft consideration alongside competitiveness, but the condition that determines whether AI can be used in the public realm at all."
Stanford HAI's annual index scoring countries on R&D (papers, patents), economy (investment, AI jobs), infrastructure (compute, data) and education (AI courses, degrees).
Published by UK's Tortoise Media: five pillars — talent, infrastructure, operating environment, research, and development/expansion — across 60+ countries, weighting real-world deployment over pure academia.
Different weights (HAI: papers & investment; Tortoise: talent & deployment) and 1-2 year data lags. US-China-UK top 3 is consensus; ranks 4-10 vary by index.
#1 by a wide margin in foundation models, private investment and top talent; OpenAI/Anthropic/Google's capital-tech flywheel is unmatched.
Leads in papers, patents, open models and applications, but advanced-chip export controls cap training compute; compensates with efficiency & ecosystem.
UAE & Saudi sovereign funds pour in (G42, Falcon, hundred-billion-dollar funds) — the fastest risers worldwide.
Research strength plus AI-safety governance leadership (summits, regulation) forms a unique moat.
India (talent scale), Singapore (regional hub), UAE (capital) enter top 10s across sub-indicators — a multipolar map forms.
Everyone is spending: US compute/AI-infrastructure plans, China's "AI+" initiative, EU AI innovation programs — study the subsidy catalogs and claim incentives.
US venture (expensive, liquid), Israel/France early-stage (cheaper), Middle East sovereign co-investment (capital-rich, less crowded).
AI visas are everywhere: UK Global Talent, UAE Golden Visa, Singapore TECH.PASS — work where pay is high, tax low, policy loose.
EU AI Act rollout, US state AI laws, China's GenAI filing regime — every exporter needs AI-compliance help; consulting tickets are high.
Ride national strategies into government LLMs, smart-city and industry digitization projects — policy-driven budgets are the steadiest demand.
License early tech from UK/Canada/France labs — strong research nations hide cheap frontier tech behind their paper walls.
Global AI talent gap is in the millions: courses, bootcamps, study-abroad consulting, remote-job platforms — demand is certain and growing.
Build compute in cheap-energy, loose-policy regions (Middle East, Nordics) and serve high-price regions — the electricity spread is the profit.
